Data Sources & Official Tender Portals

Canada Tender Match combines public procurement notices from currently integrated sources with links to official portals. Coverage varies by jurisdiction, buyer and source and is not represented as a complete copy of every Canadian public-sector opportunity.

How we describe coverage: Direct source means CTM collects an approved public feed, API, notification route or public notice listing from that source. CanadaBuys coverage means relevant notices are represented through CanadaBuys rather than by collecting that jurisdiction’s primary portal directly. Partial coverage means CTM covers only part of the jurisdiction or uses a narrower approved route. Not currently collected means the route is listed for reference but CTM does not automate it.

Duplicate handling: The same opportunity can be published by an issuing organization and also appear through CanadaBuys. CTM checks exact source URLs and solicitation/reference identifiers to consolidate recognized overlaps. When a richer first-party source is available, CTM prefers that source’s notice metadata while keeping the official source trail.

Our source policy: CTM may automate publicly viewable tender-notice routes when doing so does not require bypassing a login, paywall, CAPTCHA or other access control and there is no explicit applicable prohibition or direct publisher request telling us not to collect the information. We continually review additional public sources and may pause or remove a connector if access, terms, publisher direction, legal conditions or technical reliability change.

Integrated does not mean affiliated. Canada Tender Match is an independent commercial service. Official government and procurement sites remain authoritative, and a portal being listed here does not imply sponsorship, partnership or endorsement.

A source can contain notices from many issuing organizations, and some jurisdictions also publish opportunities through routes CTM does not currently collect. A federal or central-portal tender may have a delivery location elsewhere in Canada; that does not mean CTM has complete direct coverage of that province or municipality. Nova Scotia TONS is forward-only notification coverage and is not a historical backfill.

Use this directory to see whether CTM collects a source directly, represents it through CanadaBuys, has partial coverage, or does not currently collect the primary portal. If an opportunity is not in CTM, paid tender-workspace customers can bring the public details into External Tender Check for a private match assessment.

Supplier Intelligence and Supplier Activity are research datasets and are not presented as open bid opportunities. Official source records remain authoritative.

Contract Intelligence is research context. Upcoming pipeline items are forecasts and do not guarantee that a solicitation will be issued. Award/contract records are not open tender opportunities, and renewal/recompete dates are estimates unless the source publishes an official date.

Routes not currently collected

CTM does not directly automate routes that explicitly prohibit the intended automated/commercial use, require restricted access that would have to be bypassed, or where a publisher has directly asked CTM not to collect the information. Current examples include direct generic bids&tenders collectors, MERX/SOVRA, BC Bid direct automation, the Ontario provincial Tenders Portal, the direct GNWT PeopleSoft session/HTML route, Vancouver's regular Supplier Portal HTML route and other restricted/held routes. CivicInfo BC is also not collected directly because its current reuse terms require express permission for republication; CTM may reconsider it if permission is obtained. A jurisdiction can still have CanadaBuys coverage or another approved partial route even when its primary portal is not collected directly. Northwest Territories current tender metadata is instead collected through the separate OpenNWT public data route described above. These may be reconsidered if the access or reuse basis changes.

Historical-only source

City of Winnipeg Bid Opportunities Open Data: the historical dataset remains under the Winnipeg open-data licence, but the City states that new open bid opportunities moved to MERX effective March 1, 2025. Canada Tender Match therefore does not use that old dataset as current live coverage.

Attribution

Government and third-party source data remains subject to its applicable licence, permission, terms or other reuse basis and belongs to its respective source. Canada Tender Match adds independent software, organization, matching and research features. Official issuing sources remain authoritative.

Source status can change. CTM may add compatible public routes over time and may place an existing connector on hold or remove it if a publisher requests that, terms change, access becomes restricted, or the route becomes technically unreliable.
